A tool tailor-made for local governments to account and manage GHG emissions
What is HEAT+?
The Harmonized Emissions Analysis Tool Plus (HEAT+) is ICLEI's multilingual online software that helps local governments create comprehensive inventories of Greenhouse Gas (GHG) emission inventories. Built using the Global Protocol for Community-Scale GHG Emission Inventories (GPC) - a global framework that harmonises how cities measure and report emissions - and aligned with IPCC 2019 guidelines, HEAT+ supports both Community-wide and Local Government Operations inventories.
Why HEAT+?
Climate action starts with the right data. HEAT+ provides local governments a structured, internationally recognised framework to estimate baseline GHG emissions and make evidence-based climate decisions.
-
Aligned with the GPC framework
-
12 country versions, with country-specific emission factors and fuels
-
Informs emission reduction measures aligned with ICLEI's GreenClimateCities framework and ICLEI South Asia's Net Zero Climate Resilient Cities methodology
Key Features and Support
HEAT+ enables cities and towns to:
